I also wanted the city to feel big, looming over my players and my players small. I made my players monitor the matrix, airwaves and news outlets to get an idea on what alert level the city is. My players are unaware of the meter/tracker. I also want to make the meter/indicator physically. I took inspiration from Battle of Seattle movie inspired by a real event.
